Does a Decorative Finish Void Your A1 Rating? What Specifiers Miss

2026,11,05
A decorative finish does not void an A1 rating on its own — an untested finish does. A1 classifies a complete tested specimen, not a bare board. Once a face laminate, print system or adhesive sits outside that specimen, the certificate still exists but no longer describes the product arriving on site.

That mismatch starts most A1 disputes: the core is genuinely non-combustible, the delivered panel is not the tested panel, and nobody can produce a document covering the gap. Golden Chameleon fields this question on every hotel and transport project, so here is the audit trail specifiers need.

1. Does a Decorative Finish Change the Reaction-to-Fire Class of a Magnesium Oxysulfate Panel?

Only when the finish was applied after the test. If face, adhesive and jointing were inside the tested specimen, nothing changes. Added later without an extended application assessment, the classification does not transfer — however inert the core is.

Why the finish lands inside the number

A1 under EN 13501-1 needs two tests, and both see the whole specimen:

  • EN ISO 1182 — non-combustibility furnace, 750 °C for 30 minutes. Pass requires temperature rise ≤ 30 °C, mass loss ≤ 50% and no sustained flaming.
  • EN ISO 1716 — bomb calorimeter, returning the gross calorific potential (PCS). A1 requires PCS ≤ 2.0 MJ/kg; A2 requires ≤ 3.0 MJ/kg plus EN 13823 (SBI) with FIGRA ≤ 120 W/s and THR600s ≤ 7.5 MJ.

The second test is the one specifiers underestimate. A bomb calorimeter burns everything in the sample — resin, paper, ink, varnish. The finish is not sitting on top of the number; it is part of it.

The 2.0 MJ/kg budget, in real numbers

Take a 10 mm panel at 1,100 kg/m³. One square metre weighs 11 kg, so A1 allows roughly 22 MJ of total heat on that square metre.

Face finish

Added mass

Added heat per m²

Typical outcome on an A1 core

UV digital print + clear coat

15–60 g/m²

0.3–1.1 MJ

Stays A1 or A2-s1,d0 when ink and varnish are named in the report

Melamine paper, ~0.1 mm

80–120 g/m²

1.4–2.0 MJ

Usually A2-s1,d0; thin papers can stay A1

HPL, 0.7–1.0 mm

800–1,000 g/m²

14–18 MJ

Usually A2-s1,d0 or B-s1,d0

PVC film, 0.2 mm

250–300 g/m²

5–6 MJ plus heavy smoke

Class falls further; s1 normally lost

Indicative values assuming 17–19 MJ/kg for paper, laminate and PVC. Confirm against your own classification report.

A 120 g/m² melamine paper at 17 MJ/kg adds about 2 MJ/m² — roughly 0.19 MJ/kg of panel mass, comfortably inside budget. An 0.8 mm HPL adds close to 18 MJ/m², about 1.6 MJ/kg, consuming most of the allowance before the adhesive is counted. That one calculation explains why the same core ships as A1 bare and A2 faced, and why Golden Chameleon quotes the face and the class together rather than separately.

The adhesive is the weak link

Polychloroprene contact adhesive leaves only 60–80 g/m² of solids at a 300 g/m² wet spread — negligible on paper, decisive in the furnace. Residual solvent and plasticisers drive smoke production and flaming droplets, and most on-site drops from A2 to C trace back to the adhesive, not the face. Specify a water-based or reactive adhesive named in the extended application document, and put that line in the method statement — installers default to whatever grabs fastest.

Because the answer depends on a fixed build-up, a catalogue of Sulfur Oxymagnesium Decorative Panels is a starting point, not a specification.

✅ Bottom line: A1 survives decoration only when face and adhesive were in the tested specimen; thin print and thin paper usually fit the budget, 0.8 mm laminate usually does not.

2. Which Documents Actually Prove A1 for the Finished Panel?

A classification report with a field of application — never a certificate for the bare board. The document that matters names your build-up: thickness, density, face material, adhesive and jointing.

Six documents to request before approval

#

Document

What it must state

1

EN 13501-1 classification report

Finished product name, class, s and d sub-classes

2

Field of application / EXAP (EN 15715)

Thickness and density range, face material, adhesive, substrate

3

EN ISO 1182 and EN ISO 1716 test reports

Sample description matching the delivered panel

4

EN 13823 (SBI) report where A2 is claimed

FIGRA, THR600s, SMOGRA, droplet behaviour

5

Declaration of Performance / CE route

Notified body number and ETA reference

6

Batch and ink traceability

Print ink and coating brand, plus change control

Missing item 2 is the usual failure. A report with no extended application scope is valid only for the exact specimen tested — same thickness, same density, same face, same adhesive, often the same press parameters. Move the panel from 10 mm to 8 mm and the document may simply stop applying.

GB 8624 A1 is not EN 13501-1 A1

GB 8624-2012 mirrors EN 13501-1 thresholds, and a GB report is what a Chinese plant issues fastest. It is not a notified-body classification. For a CE-marked project the spec must cite EN 13501-1, the report must come from a notified body, and the CE route — usually an ETA for a magnesium-based panel — must sit behind it. Substituting the GB report for both is one of the most common swaps found in tender review. Jinmilong (Jiangsu) Technology Materials Co., Ltd. maintains both sets precisely because buyers keep asking for the second one.

Reaction to fire is not fire resistance

A1 describes fuel contribution. EI 30, EI 60 and EI 120 under EN 13501-2 describe compartmentation, and they belong to a complete wall assembly — studs, boards, insulation, joints, fixings. An A1 panel gives no fire resistance by itself, and a rated wall may legally contain a B-class lining. Writing "A1, EI 60" against a single product is a category error.

It is also why High-End Decorative Fire-Resistant Panels are specified as named systems instead of a board plus a class: the system is what carries the paperwork.

✅ Bottom line: Approve the build-up, not the board — demand a classification report whose field of application names thickness, face and adhesive, or the A1 claim cannot be verified.

FAQ

Q: Does adding melamine paper to an A1 core make the panel A2?

A: Often, but not always. At 80–120 g/m² the added load is around 0.2 MJ/kg of panel mass, which can remain inside the A1 budget. The result is only valid if that faced build-up was tested or covered by an extended application — ask for the classification report, not the paper datasheet.

Q: Is a GB 8624-2012 A1 report accepted on European projects?

A: Rarely on its own. GB 8624 mirrors EN 13501-1 in structure, but CE marking needs a notified-body EN 13501-1 classification plus the applicable assessment route. Many specifiers accept the GB report at tender and reject it at handover — the expensive moment to find out.

Q: Can installers use any adhesive?

A: No. The adhesive is part of the tested assembly, and a solvent-based contact adhesive can drop an A2 system to C while adding smoke. Require a water-based or reactive adhesive named in the extended application document and write it into the installation method statement. Golden Chameleon supplies a matched adhesive schedule with every panel order for this reason.

Send the wall build-up, get the document pack

Preparing a submittal? Send the build-up — core thickness, face, adhesive, substrate — and you get the matching classification documents plus a gap list for anything outside the tested scope, usually within two working days. Golden Chameleon is an Inorganic Fireproof Board Manufacturer based in Kunshan, China, running custom face options through a single factory line so the tested build-up and the delivered build-up stay the same.
